[Proposal][Autopass][Restriction on Discipline Level for Risen PCs

I, Tony Mills, in my duties as Wraith Coordinator and Pursuant to Coordinator bylaw §3.C.iii, hereby propose the following addition to Character bylaw 6.


Add to Character Bylaw 6

e. Wraith Genre PCs are restricted by the following
i. The highest attainable level of any discipline for a Risen player character shall be advanced

Rationale: I have had several fairly serious requests in the last 6 months for Risen PCs. I have said no to supporting because there is no glass ceiling for risen. This prop is meant to fix that and keep the power level equal to Vampire characters in regard to the disciplines that Risen can attain.
