Pursuant to Coordinator bylaw §3.C.iii, as the Mage coordinator, I, Jason Place, propose the following:

That the following be added to the Character bylaws as §10.i.v.4:

This proposal is being made without Grandfathering.  As it is a genre related proposal, it has the potential to autopass.

RATIONALE

With the restriction of the Immunity Merit last year, I've had a few STs tell me they've begun to see a surge of characters with the old 2nd edition Sorcerer merit Immortal.  The 7 point version of this merit is substantively similar to the immunity merit, in that you cannot be killed by anything except a specific doom - decapitation, death by insect stings, etc - or something powerful enough to utterly destroy your body (say a nuclear blast, or ST fiat that something is just flat out powerful enough to bypass the merit).  

Since this 2nd edition merit never made it into Revised and was essentially supplanted by the Immunity merit, and because it falls under a lot of the same arguments as the Immunity merit did when we regulated it, we feel it should be restricted in the same way.  The 7 point Immortal merit falls right on the "restricted" side of the line we established with Immunity - being vulnerable only to a single thing.  Essentially, this is a 7 point merit that can be bought at character creation and effectively removes more risk from the character than something like Aegis would, with no expenditures needed, indefinitely.  

In a networked organization, that is too cheap, easily accessible, and imbalanced to allow without a substantial amount of oversight.  As such, we feel Immortal should be subject to the same restrictions as Immunity, and require a vote for PCs.

Note that this does not affect the 5 point version of the Immortal merit, which essentially makes you ageless and resistant to disease but not otherwise un-killable.
