Hello everyone,
This proposal is made in accordance with the Coordinator Bylaws, section 3.C. iii.
Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
Therefore, in accordance with their duties, the office of the Tremere Coordinator puts forward this plot proposal.
I, Chris Kazu, current Tremere Coordinator propose the following change to the R&U Bylaws in regards to Visceratika.

a) Also applies to Combination Disciplines with Visceratika as a prerequisite.

a) Non-Gargoyles with advanced Visceratika - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator: Tremereb) Non-Gargoyles with a Combination Disciplines with Visceratika as a prerequisite - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator: Tremere
b) Non-Gargoyles with the Visceratika Discipline are subject to have the Negative Social traits Beastial x2 OR Repugnant x2 to represent a stone skin appearance that they can not buy off.

PC's with this power currently will be allowed to remove it from their sheets if they do not wish to have the neg traits. Possible XP refunds will be dealt with and at the discretion of their local ST's.
The option is given for either Repugnant or Beastial as some clans already force one or the other as their disadvantage and I wanted to make sure that this is represented and not shuffled in with those. These

Some thoughts on why I'm doing this.
Since I took office, I've handled a lot of requests for out of clan Visceratika; to where it's becoming a bi-weekly conversation. I may not like it but I understand the need for players to use a clans' R&U power as a bargaining chip for discipline swapping/negotiations or to offer because of general roleplay. However, given the nature of the power and those it comes from, forcing PC's to have the Neg Traits to represent a stone/rocky skin makes sense to me. There are other examples of powers changing a kindreds appearance because of having them and I feel this should be no different.
The reason why NPC's are still Coord approval is that I don't want NPC's org-wide spontaneously growing Visceratika without a valid source.
I think given the drawback this would impose on PC's wanting to learn it, in combination with the previous plot to make Gargoyles more common; the deregulation makes sense.
