Reasoning: This has been coordinator approval in the packet since 2011, and I thought was still in there (was at some point). Just fixing an oversight! This will be passed with dun dun dun.... NO GRANDFATHERING. To be clear, if you learned it through an appropriate channel, you'll get to keep it. If you went "Hey ST, this isn't in the bylaws can I buy it?" you aren't!
