[Proposal] [Autopass] Tempered Arcanoi - Ferrymen Addition - April 2018

I, Tony Mills, the 2018-2020 Wraith coordinator hereby propose that the following Tempered Arcanoi (combination powers) from the source book Ends of Empire be regulated as follows without Grandfathering:

5. Serendipitous Passage

6. The Bridge of Thoughts

7. Guardian's Filament

8. The Shear of Fate

9. Concussive Shout

10. Messenger of Light

11. See With Blind Eyes

Reason: Each of these Tempered Arcanoi are listed for and power balanced for Ferrymen. It is my opinion that these powers should remain solely in the hands of the Ferrymen and that while individual wraith PCs may eventually join those ranks or manage to gain instruction into one of these powers, that should be the product of extended story run with the office of the Wraith Coordinator.

Grandfathering is not included in this prop because these powers are not balanced for non-Ferrymen use. Further, learning should only come at the hands of a Ferryman, and there is a single Ferryman in chronicle hands and three cannon NPCs in my hands.
