[Autopass] Further changes to Section M

PLEASE NOTE THIS PROPOSAL HAS THE POTENTIAL TO AUTOPASS

This proposal is made in accordance with the Coordinator Bylaws, section 3.C. (Subsections ii. and iii.):

3. Coordinator Duties

  C. Genre Coordinators

       iii. Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

1. If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWBN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinator's the opportunity to respond and/or make changes/remove the proposal and its contents.

PROPOSAL

I, Anthony Mills 2017 Wraith Coordinator,  Hereby propose that the following changes to section M Wraith Controlled Items. This proposal will not support grandfathering, and has the support of the Giovanni Coordinators office for the portion which affects them (item 7) and the Ravnos coords office for item 8 which involves them.

Again, this Proposal does NOT allow grandfathering.

 

Justification:

These are two small items, but needed in my opinion. When Larry recently propped the new Necromancy packet he added Soul Forging as an Item requiring Giovanni approval. There are questions as to whether the Packet itself or the bylaws are the better. To make certain everything is in order we are adding it to the Bylaws. There is exactly one individual who will be affected by the lack of grandfathering and they have already been contacted by the Coords office and understand the need for them to reapply for the ability.

As for making Path of Karma notify and not allowing grandfathering, it is the only power that absolutely guarantees that one dies and becomes a wraith. In the discussion period for the withdrawn prop for Sajan Will and I spoke and agree that this will help prevent the sort of “he said, she said”/lost notifications which plagued that prop. IE we are doing this as a form of preventative maintenance so there’s no repeat. As with the other part of the prop there is exactly one pc and two npc's who have the power. As we wish to avoid a loss of records again, and as it is only notify, this is why we are saying no grandfathering. We want the records to be nice and fresh and shiny.
