I, Nicholas Lambaunas, Head Coordinator of One World by Night propose a change in rarity to resurrection and changes to PC supernatural statuses.
Reasoning:
Character resurrection and reincarnation are becoming a bit of an issue in One World by Night, and the frequency in which they keep occurring devalues OWBN's overall story and integrity of the consequences laid out in the overall game we all participate in.
If a proposal for reentry into play has merit, a 2/3rd majority vote would mean nothing anyway and should pass with ease. This helps raise the bar of what has been extremely lowered expectations for what are supposed to be extremely rare occurrences.

iv. Character Resurrection - PC: 2/3 Majority Vote - NPC: Coordinator Notify - Coordinator: Varies.
Defined as bringing back into play any character that has meet its final death or similarly become unplayable
This does not govern creature type conversions which involve death (example, a Werewolf becoming a Wraith)
Should the death occur in the character's home chronicle (or in a visited Chronicle whose Storytelling Staff grants specific permission) with the same HST being in continuous charge of the chronicle and less than 6 months has passed since the out-of-character date of the death scene, a proposal is not required.
a. Resurrections of this fashion must be announced on the owbn-st email list aka OWBN Storyteller's list and documented in chronicle reports if the death was a result of player versus player actions.
Any dispute to define if a situation is a resurrection or not shall be arbitrated by the Executive Team
Once defined as Dead, a character may not be changed from PC to NPC in order to lower the restriction-level of its Resurrection
Coordinators proposing Coordinator-controlled-NPC resurrections may do so as part of their Coordinator duties, specified in the Coordinator Bylaws, Section 3.C.iii

PC Supernatural to Wraith - PC: 2/3 Majority Vote - NPC: Coordinator Approval - Coordinator: Wraith
Quasi-supernatural creatures such as kinfolk or ghouls are not considered to fall into this designation, nor are mortals.
Risen - PC: Simple Majority Vote - NPC: Coordinator Approval - Coordinator: Wraith
