I Robert S here do by propose the following addition to the bylaws for section 10.h.ii and 10.I.ii
 
Also known as controlled items under the demon office creature types section, and vampire controlled items.

as well as added to the following section of the bylaws vampire controlled items creature types. 
 
10.I.ii
 
66. Baali - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator: Demon

Justification: 
I am not sure when this blood line was taken out of the R&U restrictions, but as a sub blood line of the baali there is a number of reasons it should be a controlled item. 
 
While V20 material sees this blood line having a small revival. The past material had this blood line limited to a very few in the world of darkness. The numbers even with a concept of mass embracing which is not what they do; would not justify having this sub bloodline being more common then the baali.  Currently I doubt very much the org would like to see Baali the parent bloodline of the Angelis ater become unrestricted. As such this proposal puts them with the same level of over site the baali have. 
 
10.I.ii addition is more to bring the demon controlled items in vampire in line with current bylaw formatting. As I would like to do what I can to try and make the bylaws for R&U easier and one stop shopping as much as I can. 
 
It should be noted that this speaks of the baali blood line only and not of the lasombra faction that is referenced in the second ed dark ages books and other materials. 
 
 
 
Note: This proposal does not require a second, and will autopass if no objection is made. 
Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWBN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinator's the opportunity to respond and/or make changes/remove the proposal and its contents.
