[PROPOSAL] Regulation of Ventrue Merits for Non-Ventrue from Lore of the Clans

In accordance with the OWbN Coordinator Bylaws, Section 3.C.
iii. Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
 
1. If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWbN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinator's the opportunity to respond and/or make changes/remove the proposal and its contents.
 
PROPOSAL
The Ventrue Coordinator proposes the regulation of the following Combination Disciplines from the V20 Book: Lore of the Clans, p.262-263. Both the original source write-up and the MET conversion which will be added to the Non-Binding Ventrue Genre Document are copy/pasted below:
 
Connoisseur (2 Trait Merit; V20: Lore of the Clans, p.261)
Your study of the Auspex Discipline, combined with your rarified tastes, allows you powerful insights into the character of any whose blood you taste. 
System:The character tastes another’s blood (potentially risking blood bond), and player rolls Perception + Empathy (difficulty 6 for mortals or 8 for Kindred). If the blood came from a mortal, each success allows him to learn one of the following: the mortal’s Nature, her Demeanor, any Derangements she may possess, whether she is blood bonded, and whether she carries any blood-borne diseases. If the vitae came from a vampire, he can learn all of the previous information, plus anything discoverable with the first level of the Path of Blood (see V20, p. 213). The Ventrue may taste the blood of a mortal who does not fit within his feeding restriction long enough to use this ability, but he must immediately spit it out afterwards. Vampires that do not have Auspex •• cannot take this Merit.
 
Connoisseur (2 Trait Merit; V20: Lore of the Clans, p.261)
The necessary challenge is a a Static Mental versus a difficulty set by the Mental Traits of the victim, retest Empathy. Storytellers should take special note the Auspex x2 requirement. Other than this, use as printed.

Blessed by St. Gustav (4 Trait Merit; V20: Lore of the Clans, p.261)
Many Ventrue antitribu replace their traditional affinity for Presence with an aptitude for Auspex by means of the ignobilis ritus known as the Prayer to St. Gustav (see
sidebar). For your piety and devotion to the Sabbat cause, you have been especially blessed and have an affinity for both Disciplines.
System: This Merit is identical to Additional Discipline Merit found on V20, p. 494, except that it can only be used to add Auspex as a fourth in-Clan discipline. Only
Ventrue antitribu can take this Merit.

Uncommon Vitae Preference (2 Trait Flaw; V20: Lore of the Clans, p.261)
Your preferred source for vitae is rarified even by the standards of your Clan, such as “only Korean War vets,” “only Federal Court Judges,” or “only virgins over the age of 40.” The difficulty of all hunting rolls for your character is increased by +2, to a maximum of 9.
 
Uncommon Vitae Preference (2 Trait Flaw; V20: Lore of the Clans, p.261)
The character is considered 3 Traits down on all challenges related to hunting for source to feed from

GRANDFATHERING
There will be no Grandfathering with this proposal.
 
Both of the Merits being regulated here are extremely Ventrue-centric and specific in purpose; I simply cannot see how any non-Ventrue might be in possession of either of them but I am willing to hear all cases and make a determination based on story and merit.
