[PROPOSAL] (AMMENDED) Adjusting standards for changing our Charter and Administrative Bylaws

* Amended to remove references to mandatory quorums, and simply require a 2/3rd majority for votes that change the Charter or Admin Bylaws.



 I, Alex Kallend, representing Chicago: Dark Requiem, hereby propose the
 following change to our Bylaws.


 Under Administrative Bylaws, section 3, Subsection C: Quorum Definition for
 Council.


 Change:

 iii. The Head Coordinator can change the Quorom definition for any vote on a
 case-by-case basis.


 to:


 iii. Any vote that would modify the OWbN Charter or Administrative Bylaws
 shall require a 2/3rds majority to pass.

 iv.  The Head Coordinator can change the Quorom definition for any vote that
 does not alter the OWbN Charter or Administrative Bylaws on a case-by-case
 basis.

 Reasoning for this change:

 Our Charter and our Administrative Bylaws define what we say we are, and how
 we function.  After 20 years, these things should not be easy to change,
 certainly not with only 25 votes.  Such changes should be well-supported by a
 notable majority of chronicles, not re-proposed multiple times in the hope
 that some CMs miss a vote and the proposal squeeks past.

 It is ridiculous that it is simpler to change our Charter than it is to
 approve certain characters for play.  The rules that govern how we change
 other rules need to be held to a higher standard.  If a proposal to change
 the organization's mission statment cannot muster support of 2/3rds of the
 voting member chronicles, it should not pass.

 This is not dissimilar to how our (U.S.) government works as well.  The
 Constitution defines how our government works.  The government can pass new
 laws with a majority vote, but it requires a 2/3rds majority to change the
 Constitution.
