PROPOSAL
 
Tampa: Under Night's Cloak proposes the addition of a section governing Custom Content (seen below, in red) to the R&U and Coordinator Bylaws. Tampa additionally proposes a document be created to list all PC-created Custom Content across the network, maintained by the Archivist(s).
 
This proposal requires a second in order to go to vote.
 
SUMMARY
 
Customization allow for a great amount of creativity on the part of Players and Storytellers, however, we also need to recognize we are not a series of troupe games, but a collection of Chronicles linked together in a shared world. 
 
This prop is not in response to any particular custom power but due to the prevalence of custom content that the authors have seen during their time administering national-level events and Coordinating for various Vampire Clans/Sects. 
 
The biggest benefit of this prop is that it affords the entire org one resource where the Custom Content which has been approved for play in the org may be viewed. Currently, we have no way of seeing what STs or Coords approve as Customs. At least, with White Wolf items we can go to the book and look it up.

Finally, in order to establish a level and fair baseline, this proposal will not allow for Grandfathering.

R&U Bylaws, Section 3.G. (Unusual / Coord Approval)
x. Custom Content
1. Custom Content is defined as anything added to a character sheet or OWbN Document or Packet which has not been printed in a White Wolf book. This Custom Content must first be approved for the following characters before being allowed for play in One World by Night.
 
a. Vampire Player-Characters
1. Blood Magic, including both Paths and Rituals
i. Requires the approval of the appropriate Coordinator for the Blood Magic (See the Coordinator Bylaws, Section 3.C.ii.6.a)
2. Disciplines, Combination Disciplines and Discipline Techniques
i. Approved by the Coordinator responsible for the Clan of the character creating the Discipline or Combination Discipline (also known as Discipline Techniques)
a. For Combination Disciplines which require a component of either Blood Magic or a proprietary Discipline, joint-approval of the appropriate Coordinator for the Clan of the character and the Coordinator responsible for the Blood Magic or proprietary Clan is required
b. Instead of a Clan Coordinator, Caitiff/Panders use their appropriate Sect Coordinator
3. Paths of Enlightenment
i. Approved by the Sect Coordinator appropriate to the character. For members of Independent Clans who are not part of a Sect, custom or customized Paths of Enlightenment are approved by the Coordinator responsible for the character's Clan. These Clans are as follows:
a. Assamites
b. Baali
c. Followers of Set
d. Gangrel
e. Giovanni
f. Ravnos
g. Samedi
h. Tzimisce
4. Ritae: Approved by the Sabbat Coordinator
 
The following items will be REMOVED from this section (3.G.):
3.G.ii.3.d.14 - Gangrel Created Custom Combination Discipline
Reason: Gangrel creating combos (and any character creating a Protean combo) are now regulated above as approval, with the learning of such combos being a Notification
 
3.G.ii.3.h.1 - Custom Discipline Techniques and combination disciplines which require Chimestry as a prerequisite
Reason: Characters creating Chimerstry Combos (and Ravnos creating any combos) are now regulated above as approval, with the learning of such combos being a Notification

7. Custom Content
a. Player-Characters learning Custom Content previously created by another Character (see Section 3.G.x.), including:
1. Custom Blood Magic Paths and Rituals

3. Custom Paths of Enlightenment
4. Custom Sabbat Ritae
 
 
The following items will be REMOVED from this section (3.H.ii.):
3.H.ii.3.a.2 Custom Combination Disciplines with Dementation
Reason: Characters creating Dementation Combos (and Malks creating any combos) are now regulated above as approval, with the learning of such combos being a Notification
 
3. Coordinator Duties

A. Administrative Coordinators

v. Archivists
3. Duties for Custom Content archival shall be:
a. All approved Custom Content will be compiled by the Archivists into a single document which shall be accessible on the One World by Night website.
  1. This document will include the following information about each Custom Content:
    1. Name
    2. Type (Discipline, Combo, etc)
    3. For Combination Disciplines, the component requirements
    4. Cost
    5. The MET Mechanics
    6. HST Name and Chronicle Name where the Custom Content was Approved
    7. Coordinator responsible for the Approved (Name and Position)
    8. Date of the Approval

B. Sect Coordinators

i. Sect Coordinators are responsible for:
3. Approving Custom content into the network of One World by Night in accordance with the R&U Bylaws, Section 3.G.x.
 

C. Genre Coordinators

i. Genre Coordinators are responsible for:
8. Approving Custom content into the network of One World by Night in accordance with the R&U Bylaws, Section 3.G.x.
