This proposal had no standing objections after its 7-day discussion period, and therefore AUTOPASSES
 
Per the Coordinator Bylaws 3Ciii. "Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion."
 
This proposal has the potential to Autopass.
 
Hello, Council. 
 
Early on, I talked about reducing the amount of R&U that I have on the books, to better empower STs to run the setting as written. What follows is the lump sum of that work, with some rather sweeping changes. Nothing is being made more difficult to obtain, and many things (many Camps, Corax, Ratkin, and Stargazers) are simply being removed.
 
Stargazer removal is a hopeful leadup to the W20 proposal where PCs begin to court them into returning to the Western world. Given the current <5 Stargazer PCs out there, encouraging more would be grand before that story could commence.
 
It also makes Bastet much easier to play, while still maintaining my predecessor's desire to keep geographical locations in hand. Sensitive, but bear with me.
 
Lastly, I'd like to remove Garou/Spirit parentage from R&U. If STs want to allow those PCs, there are far more broken Merits/Backgrounds to allow.
 
Therefore, and with hope:
 
The Changing Breeds Coordinator proposes the following change to the R&U Bylaws:

b. Supernatural Possessed: Any supernatural entity (including Vampires, Dhampyrs, all Changing Breeds, Mages, Changelings, Imbued to fall under one of these categories. A PC falling in this category must be propped for vote in a manner that lets the vote occur prior to the 6 month point or must be shelved from the 6 month point until the vote is completed.   Hunters, Mummies, and Kuei-jin) possessed by a Triatic or Gaian Spirit, inhabited by a Triatic or Gaian Spirit or gaining Spirit-based powers, benefits, or taints in a manner consistent with being a Kami, Drone or Fomori. This category specifically does not include any creature defined elsewhere in the bylaws as Semi-Supernatural.

1. Triatic Spirits are defined as Sprits of the Weaver, Wyld, or Wyrm.

2. All Supernatural and human Gorgons are hereby prohibited as, by definition, Gorgons are created exclusively from naturally occurring animals, plants, or minerals.
