Binding OWBN direction proposals

There are currently two polls being circulated to all CMs about the direction we want OWBN to pursue in the future.  Please reference the council thread titled: PLEASE READ - Poll to determine upcoming proposals ("Pulling off the band-aid.")

Before those results are completed and viewable, I would like OWBN to commit to choosing a direction - whatever that direction may be.

This proposal will allow me (Jason Place) to make a pair of follow up proposals based upon the results of those two polls.

1) To determine the overall organizational structure of the org we want to pursue.
2) To determine the ruleset we want to use as an organization.

Each of these proposals will have two options: The new direction people feel to be most attractive according to the polls, and maintaining our status quo.  There will be no "Reject all" options on these proposals.

The result of these two follow-up proposals will be considered binding on OWBN until January 1st, 2017 (slightly over 2 years from now).  It may only be reversed or altered by a proposal from the Head Coordinator and a resulting 2/3 majority vote of council.  This is to prevent another instance where a drawn-out debate and decision is sidestepped a week or two later, leaving us wobbling between decisions and losing games as we slowly stagnate, unable to commit to a course of action.
