[PROPOSAL] House Arcanum Ducheski retainers

Due to the objection lodged by Blackened Veins, this proposal shall be subject to a full Council vote

Per Coordinator Bylaw 3Ciii:  "Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion."

I, Alex Rushing, the Tremere Coordinator propose a change to the R&U Bylaws.

This proposal will add the following line to the Rare & Unusual Bylaw 3D1. "Ducheski family revenants in service to House Arcanum"

All other Ducheski will remain  classified as Very Rare.

The reasoning for this is that in OWbN, the Ducheski serve House Arcanum as servants, archivists, and librarians. Only two Ducheski revenants has ever been submitted due to the difficulty in such a vote passing, one of which was grandfathered in when they were added to the R&U listing. As any such revenant given to a PC requires the permission of NPCs active in House Arcanum, and the House Packet states that these revenants are under the control of the Tremere Coordinator, I am seeking to reflect this in the Bylaws.
