[AUTOPASS][General Consensus] Merging of Brasília (Civitas Pacis Aeternum) and Pirenópolis (Nobody´s Land)

This general Consensus proposal was not objected to during the period of 4/22-4/29, and therefore auto-passes.

Pursuant to Administrative Bylaw 3.F., as Head Coordinator of OWBN, am issuing a general consensus proposal to merge the Pirenópolis chronicle (Nobody´s Land) into the Brasília chronicle (Civitas Pacis Aeternum).

I was petitioned by Daniel Desastrado (HST of the Brasília chronicle and HST / CM of the Pirenópolis chronicle) and Gilberto Wanderley (CM of the Brasília chronicle) to put forth this proposal. Here are the reasons that they provided for the request to merge the two chronicles:

"Since I am taking care of both chronicles, since we play in the same city and since our number of players isn´t that big to justify to chronicles, we want to merge them. That would make everything both chronicles control under the care of Brasília (Civitas Pacis Aeternum). That would merge territory, R&Us, pcs and npcs and everything else.

We do think that General Consensus would fit since it is just a simple local business without larger impact in the org (actually, the only impact to the org would be that we would have less votes than before). And since the bylaws doesn´t state rules for merging (only for admission and withdraw) we feel it is needed to make this vote as an exception to avoid any rule issue, logic loops etc."
