A.To allow time for all members of OWBN to research new materials as they become published a 2-month hold shall be placed on all votes involving that material. At the end of these two months, Rare and Unique votes, plotline votes, etc. can involve the new material.

11. White Wolf/CCP/Onyx Path/By Night Publishing Source Materials
A. To allow time for all members of OWBN to research new materials as they become published a ban shall be placed on the acquisition of any new power, ability, background, item, item card, merit, flaw, etc. from any new publication outside of an OWbN approved Packet made after January 1, 2010 by any PC or NPC, which may be released following a three-month period by vote of Council. Meta-plots, as passed by Council, are exempt.

The Reasons:
Open Development on the V20 materials, such as Anarch Unbound Book, has released several new combination powers. We don't know in OWBN if or when we will potentially be using these materials as source, however, as such we would like to protect our genre in advance for all the loophole masters who would add these combination disciplines recently published to their sheets now before bylaws specifically prohibit them from doing such.
