KJ Mechanics packet revised

I would like to add to category D R&U coord approval

Linguistics Kaja for non KJ, Dhampyr, Wu Lung or Akashic Brothers.

Rationalization:the language is extremely specialized and is said to out and out be unknown outside these circles in the books.

I would think a minimum of KJ lore 3 and signficant interaction with KJ would be required to learn, the conceit that one random PC could and Would just teach it on a lark is insane.

Category 3 Rites outside their specific group.

Rationalization: These are secrets of the Dharma and in some cases impossible to learn outside them by the books.

Summary of what is Binding vs what is not:

The Majority of it is suggestions, this includes conversions various powers as I do want people to be able to house rule them as they need since I can't come up with a possibility for every scenario

There are however afew things I do think need to be binding, the first of course being the rarities I put up top, the second being in the Creation of KJ Disciplines. The fact that the books very poorly limit such things(There are no inceptors, no Antedeluvians, no Bloodline founds no nothing) and while I do not wish to limit the creativity or possibilities I do very strongly believe that allowing a complete anything goes on this is problematic to the org. So the limitation I put down is no coopting Powers from another supernatural and calling it a KJ discipline(So no Temporis renamed to Time Shintai on a PC sheet)

Feng Shui and Tzu Wei: These two are both treated as an almost enhanced version of Hedge Magic. That they be learnable by those who can use Asian style Hedge Magic is in keeping with the books making it binding keeps it out of the hands of those who have no reason what so ever to have it while not shutting off those who should.

 By the books Tempest of the Inward Focus and Inward Way are not learnable by those outside the Tempest Dharma. This is not a change this is repeating for STs who might not have the approrpirate book, they are just as impossible to learn for those not of this dharma as a mage Sphere.

 Bile Shintai, by the books these are completely impossible to learn outside those who have become Scorpion Eaters. This is once more a repeat for STs who might not have access to the appropriate book.

Finally I clarified based on how the Org runs Voodun necro that Boneflowers shouldn't be able to touch it at all.

So to sum a vote against this is a vote for letting KJ put Temporis on their sheets.
