Update to the Sabbat Occult Underground Packet

Pursuant to Coordinator Bylaw 3.C.iii, I propose the attached Updated Occult Underground Packet for use in One World by Night.

The Updates are as follows:

*Added the new Position of Relic Hunter
*Added the new Position of Lore Master
*Added a compiled list of all Blood Magics in the World of Darkness and their status in the Sabbat
*Updated the Rank Requirements to the new Sabbat Status Packet
*Added Suggested rules for Fetishes and Fetish making for games to use as they see fit.
*Added the ability for a Coordinator to Approve a PC for Blood Magic despite Character Bylaw 7.A in moving it more in line with White Wolf Sabbat and Blood Magic genre. This doesn't actually change any of the Coordinator approval already established.

These updates were provided by feedback from players and games. Turns out, people want to be Indiana Jones more then they want to be Gandalf. Who would have thunk it.
