changing Rarity of dharma 6+ KJ [autopass]

Since part one seems to have hit no snags I'm putting up part two of my plan for dealing with KJ elders.

I would like to move KJ of 6+ Dharma from category B(Very rare)

To category D (Coord approval)

My reasoning is KJ elders should be more readily useable as npcs, however they should be signficantly Less ubiquitious than Kindred elders who have been in the country for centuries. My solution would be to allow one or two depending on plot in broad geographic areas for the time being(Like say one active in the Midatlantic or Ohio). This would allow Myself and any future KJ coords to coordinate placement and setup of such npcs as they come into play..Adidas shoesNike Air Zoom Pegasus
