I've read the debate on PC Lords and having listened to many people's concerns about the potential abuses, dislike of STs having little say in their own game, and what players want. Having done so, I believe that I have come up with a fair an equitable solution for all parties involved.

Allowing PC Lords under these circumstances will allow for most people to get most of what they want.

No PC will be a Regional Lord, which means they will not control areas and the coord staff can still work with individual games to come up with what is best for the game and the genre, not what is best for the player character who is the Lord at the time.

No PC will be under a Lord's chain of command without the express authorization of all staffs involved and can be removed if it is no longer desired. Thus, in circumstances where STs feel uncomfortable with anything, they can always default back to a subcoord controlled Lord without interrupting any continuity. Conversely, games and players may choose one of the PC Lords without disrupting any of the games around them singularly or as a whole. This should provide those who are remark, correctly to a degree, that the stringent control a Lord has over other PCs is more than others, a means of not participating in it even one iota.

No PC Lord may authorize R3 Thaumaturgy. Such control will still be in the hands of the Coord staff. The PC Lord may request and their reason taken into consideration, but ultimately the buck will still stop with the Coord staff.

I think that this allows for the Player Characters who have earned it to move to a station that befits them and they have earned without subjecting OWbN to a blanket decision that could ultimately prove bad for some games. I hope that Council sees these changes that I have made from my last proposal and is willing to meet me half way. If it turns out not to work, it can always be changed back.

Therefore, I use my coordinator powers granted to me by the Bylaws to propose the following amendment:

Character Regulation
i. No PC may elevate to the rank of Pontifex, or Councilor.
i.a. PCs may become Non-regional or special projects Lords.
i.a.i. Promotion to the position of Lord requires Tremere Coordinator Approval.
i,a.ii. Demotion from the position of Lord may be carried out by the character's ST staff or the coordinator.
i.a.iii. PC Lords do not have the power to approve R3 Thaumaturgy OOC. The approval must still be made by an appropriate Sub-Coord.
i.a.iv. All PCs under a PC Lord must be expressly authorized by the subordinate PC's storytelling staff and can be removed from the chain by them at any point.Running sneakersGifts for Runners
