Genre Coordinators must pass before Council any plot, enforced policy, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
(1) If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWBN disciplinary measures.

OWBN Status Packet Revisions, take 2.

In order to try and address all the issues that were raised initially, I pulled a bunch of the people with major objections or even just a lot of commentary and shanghaied them into a focus group of sorts so I could nibble on their brains during revisions over the last couple days. Just for good measure, I also went out and found a couple of the most critical, nitpickiest joe-average players that I could locate and ran it by them, too. People were very generous with their time and accomodating my lack of patience for turnaround time, many thanks to all who helped.

The resulting packet is a little longer and, I think, considerably clearer.

Changes to look for:

Preface - a preface has been added to the very begining to help people understand what the packet is for and to hopefully encourage them to get into the spirit of the thing.

Acknowledged as the last status to be stripped is in, as are the mechanics for stripping it.

Blood Hunts and the Primogen Council section is in, it's based on the SF Conclave decision and the IC notice that went out about it at the time (read: trying to preserve the continuity).

Modifier Merit Cap is in - due to ST and council rep feedback, nobody can claim more than a +2 from modifiers anymore, total. (excluding loaned status, that's not a modifier, that's a loan). The Modifier section in general is much expanded to address abuses and close frequently-exploited loopholes.

Dead Characters and the Politics Ability - added a thing about that.

Loaned Status - put in a 'year and a day' time limit on loaning status out to counteract the permaloaning problem. Fixed some of the wording that people felt was unclear or overly restrictive.

Probationary Sect Member - changed and added some wording there and put in a line encouraging STs to consult the appropriate genre coord before removing the flaw of of anybody.

Status Stripping/Granting - lots feedback meant lots of wording fixes and adjusting to clarify things, especially in the inter-domain parts and with regard to acknowledgement.

Positions - fixed some wording there to try and maximize RP abilities for player characters. Also fixed the complaint somebody had about the Deputy line.

Character Creation Status Cap - still in, with wording changes to accomodate those who felt the original was too encouraging. Special thanks to Larry from CA for help with that one.

House Rules Section - this is entirely new, and it basically urges (not demands, urges) Storytellers to include Status Traits and Challenges in their house rules. However you want to apply them exactly is up to you, but please please include them. This is my solution to people that have asked me to stipulate what Status Traits affect which Challenges - my response to that request is that I won't stomp all over STs by making absolute rules, but I will encourage everybody to HAVE house rules on the issue, since challenges of that sort happen at live games where house rules apply.

Boons - wording changes, clarifications, some repeated lines about RP, RP, RP

Summation Paragraph - I skipped any kind of 'adjudication' type clause, but now the packet is finished with a paragraph that says basically: "if it's all going to hell and you need help, feel free to bug the cam coord."

Now, unless I made a huge giant mistake with a mechanic (ie, I completely misunderstood the blood hunt/primogen rule or something of that nature), this is it for the revisions for now unless the thing goes up for and fails an actual Council vote.

Don't worry, I'm not going to be offended if someone objects, I know I can't please everyone. That said, before I go through all this again I'll want to see what the actual numbers and issues look like in terms of objections. If it does go to vote I encourage everyone to use the heck out of the comments section or pelt me with private email so I can understand your concerns and address them.
