Fixing the Application Process

We can fix an oversight in the application process with a simple rewording....
This will allow for an unopposed position being put up without the need for a last minute addition that is not prepared.

From: "All other Coordinators will be nominated by the Head Coordinator, who shall nominate no fewer than two applicants for each Coordinator position. The Head Coordinator may indicate which of the two nominees is preferred. These nominees shall be voted on by Council, with the nominee carrying the majority becoming Coord, unless the majority chooses to reject all of he Head Coordinator's nominees."

To: "All other Coordinators will be nominated by the Head Coordinator, who shall nominate no fewer than two applicants for each Coordinator position, provided that at least two or more persons submit applications for a given position. Should only one person submit an application for a given position, then the Head Coordinator may nominate
that one applicant without a second applicant on the same ballot or extend the time for collecting applications as the Head Coordinator sees fit. During elections, the Head Coordinator may indicate which of the two...."
