Change Blyaw 5.b.iii : Character Transfer

PROPOSAL--------------------------------------------------

It is proposed that the following replace subection 5.b.iii in the Home Chronicle section of the Character Regulation bylaws.

iii) Players that wish to transfer their characters to a different chronicle, but are unable to obtain their home chronicles approval and believe they are unfairly being denied transfer, may ask the OWBN Executive team to mediate their dispute. Note that the restrictions for transfer outlined in bylaw section 5.b. in the Character Regulation bylaws still apply.

Upon accepting the dispute, the exec team must immediately notify the player and involved chronicles. Upon this notification, the character is placed under the administrative control of the Exec team. While the dispute is ongoing, the character is not valid for play without the specific permission of the Exec team, and section 12 of the Character Regulation Bylaws ("Accepting the consequences") still applies if the character enters play.

Once notification has been sent, the Exec team has a period of 30 days to investigate the issue. If the Exec team does not refer the case within 30 days, full administrative control of the character returns to the chronicle and the transfer may be freely denied. This time period can be extended by unanimous decision of all parties involved.

If the Exec team feels that the transfer should be allowed, they will refer the case to council. This will be treated as a proposal needing no second that will automatically pass in one week if it there is no objection. If an objection is voiced, it will proceed as a normal majority vote. Chronicles involved in the dispute may not object for the purposes of this proposal.
