PROPOSAL:

Currently, the Character regulation bylaw 4.b reads:

Werewolf PCs are restricted by the following:
1. Any PC who reaches "Legend" rank must be retired to NPC.

To reflect the diversity of changing breeds availible as pcs in OWBN, Character Regulation Bylaw 4.b should now read:

Changing Breed PCs are restricted by the following:
1. Any PC who reaches the 6th rank (the legend equivalent) must be retired to NPC.
