PROPOSAL
I hereby propose to amend the following Article of OWBN from:

Article 5: Rare Creatures
Exceptionally rare characters such as Salubri, mummies, most bloodlines,
Lasombra antitribu, 6th generation and lower vampires, and so forth, should
be cleared with the council before they appear in your game. This is
particularly true for player characters, but also true for npcs. Approval
is not hard to get; this is simply a measure to prevent OWBN from having 13
Salubri, 70 mummies and more Daughters of Cacophony than Nosferatu.
Generally speaking, players should be encouraged to choose to play
mortals,
ghouls, and vampires from the seven Camarilla clans over the unaligned and
Sabbat clans, lest the strangeness of the rare creatures become
commonplace. Council approval is unnecessary for those characters,
however.

so forth, must be cleared by Council before they appear in your game. Bylaw
(#) provides a list which strives to assist Storytellers
and players in making decisions on what will and will not work well in the
OWBN structure as it exists. This is a measure to prevent OWBN from having
13 Salubri, 70 mummies and more Daughters of Cacophony than Nosferatu.
Generally, player characters and npcs are encouraged to be created as
mortals, ghouls, vampires from the twelve clans, garou from
tribes belonging to the Garou Nation, or something similar, depending on
the genre(s) involved, lest the "commonplace" become more unusual than the
rare and unique. If something is on the list in Bylaw (#), it requires the
notification of or approval by council as noted on the list. If
something is not on the list in Bylaw (#), then it generally does not
require approval. However, this list is by no means all-inclusive, may be
amended by Council, and as always, common sense should rule Storyteller
decisions.

This will take effect when the R&U list bylaw is completed and compiled.

Notes:

As promised, this would be my suggestion re: amending Article 5 for
purposes of empowering our list-in-the-making. Also, I may find other
parts of the bylaws to combine with our list...for clarity and
organizational
purposes. We will NOT have a vote on the parts themselves. Please note, I
am also taking a tad of license to account for the fact that OWBN is not
all about vampire anymore. We ARE the WoD....bear in mind, I used examples
of a few types. This will also affect the bylaw numbering, so I have put
parentheses around that to indicate such.

What is rare and unique for OWBN is not necessarily the same as what is
rare and unique in the WoD. With this amendment, and the subsequent list
that we ll be line item voting on, Council is attempting to define what is
rare and unique in OWBN.
