Change to Gargoyles R&U Status

I propose to remove "Free Gargoyles" from the "Very Rare" Category of R&U and "Gargoyles (Pyramid Loyal) from the "Rare" Category of R&U.
To replace them I propose that we add the entry of "Gargoyles" under the Category of "Coord Approval" within the R&U Bylaws.

This Proposal has the support of the Tremere Coord.

Reasonings
Free Gargoyles are a plot that is rarely if ever used in the org. It's rare that an ST staff puts forward the effort to pass a vote just to use an NPC. Myself and others feel that Free Gargoyles can make excellent antagonists for the Tremere, Nosferatu, and even the Sabbat with the proper Coord oversight. This reduction in their R&U status will allow for such things much more easily. As for the Pyramid Loyal Gargoyles this change will also make the much more numerous side of their clan more accessible to PCs.
Plus we are cutting two R&U entries down to one. Good times to come.
