Disallowing Toreador Guild Membership at Character Creation

Pursuant to Coordinator Bylaw 3.C.iii, I propose that being a Member of the North American Guild within the Toreador Clan, not be allowable at Character Creation.

Reason: The Current Guild Lord of North America, Kieran Rylie (PC) is redefining what it takes to me a member, members past and present are being evaluated to set the bar for the future. A character coming in as a member will not have gone through the evaluation period, and will have to start over as if not a member. Those that were in Torpor have also not gone through the current evaluation, and will be recreating their standing within the structure of the Guild.

The Guild is a player driven structure, and the PC currently at it's helm has guided us to a place where we felt this proposal was necessary to maintain consistency in the future with the created genre timeline.
