Retroactive application of bylaw changes on Sect Coordinator Powers

In December, Council passed a proposal that clarified that sect coordinators had powers to put up proposals like genre coords... genre props, binding documents, props and the like. (See Section A. Below).

However council has passed, or autopassed without objection, proposals from sect coordinators in the past, under the belief and understanding that Sect Coordinators had that power. Sabbat status packets, Cam Status packets, plot props, I think something on anarch combo disciplines and the like. It is theoretically arguable that these proposals aren't binding, but council certainly thought they were at the time, approved them and the vast majority organization, in my belief, continues to abide by them. So arguable, but kind of silly to the vast majority.

Probably, hopefully, nobody is in violation of those proposals. Still I dislike loopholes. All too often they are exploited or used to justify bad behavior. Case in point, the removal of the bylaws from the public website several years ago, which, as I predicted and tried to pass a prop to prevent, was later interpreted by an ST as meaning the bylaws were no longer valid or binding because they were no longer available on the web.

I therefore propose that the bylaw changes in Section A. (see Below), which passed council that gave coordinators the power of section 3.C.ii be applied retroactively, and that all Sect Coordinator Proposals which passed through council by vote or autopass prior to the passage of the proposal be therefore deemed approved by council retroactively. This proposal would have the effect of making any proposal put up by a Sect Coordinator and approved by Council in the past incontrovertibly binding upon the org.

It's vaguely arguable that this proposal falls under the sneaking in under the gun rule because of Chronos's proposal, even though this doesn't approve any R&U or make changes to the bylaws, so as part of this proposal I also propose that this prop be specifically exempted from those bylaw provisions.

If permitted/requested, I'd be happy to put this up as a general consensus proposal to pass it quicker.

Section A.

I hereby propose the following change to the Coordinator Bylaws as they pertain to Sect Coordinators, Section 3.B.ii:

Current Bylaw states:

3.B.ii - To this end, Sect Coordinators shall receive all powers outlined in Section 3.C.ii as directly related to the duties outlined in Section 3.B.i.

Proposed Bylaw revision:

3.B.ii - To this end, Sect Coordinators shall receive all powers outlined to Clan Coordinators in Section 3.C.ii & 3.C.iii as directly related to the duties outlined in Section 3.B.i.

This will grant Sect Coordinators the ability to make their own Proposals as it relates to their Sect activities, such as Conclaves, Status Packets, and other necessary functions. This will give Council the power of oversight over the Sect Coordinator’s activities as well, as they will now be required to pass before Council any binding edicts or significant plotlines.

I will note that this is a short-term band-aid to the situation. I do not believe that this is the best fix, but I would like to spend some time figuring out the best method to overhaul the Sect and Clan Coordinators in the Bylaws to provide the players with the most amount of service, the Storytellers with their individual control, and the Genre Coordinators with less confusing red tape… ahh, in a perfect world this could all be made to make sense and be simpler for everyone! I can dream. But for now, this means I don’t have to prop the Proposals for the Sect Coords, and business will continue…
