This is a proposal under Coordinator Bylaws 3.C.iii as a binding genre document for One World by Night. It requires no second and goes immediately to discussion. If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable.

I propose the following edits to the Tremere Genre Rules, listed below. You will note four significant changes and rewrites as noted by strike through and following edits in red as well as a new addition. There is a copy of the Genre Rules in pdf format attached to this email that shall be put into the file section of the Tremere OOC yahoogroup.

1. Removal of restriction disallowing subcoords to play their characters for three months after they've stepped down. I feel that this is completely unnecessary. A subcoord will still have knowledge over what is going on in the grand scheme of things. In my opinion, this only serves to punish those people who are willing to give up their time and energy to help run this org.

2. The method that regional subcoords are arranged. We're simply not using this, nor can we, so rather than continue to break our own rules, I feel it necessary to make it more reasonable with the ability to change as we grow or shrink as an org.

3. The method that secret societies are dispersed. In the same logic as item 2, some societies need more work than others.

4. The addition of a house subcoord section. I have subcoords and plan on hiring more for that specific purpose, as such, they should be included.

Tremere Genre Rules
Section 1. Genre information related to Clans

I: Tremere

1. Tremere Coordinator involvement r/t Clan / Administrative duties / Rules

i. The current Tremere clan packet is to be considered Thaumaturgy policy for OWbN.

ii. It is the responsibility of the Tremere Coordinator to keep the rules and guidelines for the different forms of Thaumaturgy current and available for OWbN as a whole.

iii. The Tremere Coordinator shall have the following Sub-Coordinators (see below listing). During their period as Sub-Coordinator and 3 months beyond their active date an individual may not have an active PC that is Tremere or that has a Tremere as a mentor.

1. Interregional Sub-Coordinators: 3 East Coast, 3 Midwest, 3 West Coast, 1 Southern, 1 Northern, 1 Brazil, 1 New Zealand, and 1 Europe. These Sub-Coordinators shall be a variable dependent upon what is necessary to provide games adequate support as determined by the Tremere Coordinator. Each of these Sub-Coordinators, are responsible for the pyramidal structure of their area. They are responsible for operating / portraying the area Lord’s offices, keeping in regular communication with the Storytellers in their area, and report to the Tremere Coordinator.

a. The Sub-Coordinator coordinating the Lord over a Realm (defined in I.3.ii.1) will answer to all of the local STs in the area that that Lord controls. Storytellers that wish to have the Lord take actions in their game, or actions that affect more than one chronicle must communicate their desire of such with the appropriate Sub-Coord in a timely fashion. If the Sub-Coordinator decides it is necessary, it may be brought to the Tremere Coordinator and/or OWbN council.

b. A Lord Sub-Coordinator shall have no more than 8 games Geographically under their Lord’s control. Furthermore, No Pontifex (controlled by the Tremere Coordinator) should have more than 7 Lords in their geographic region. There are Maps on the Tremere clan page showing the regions and how they are divided.

c. Interregional Sub-Coordinators are required to make a brief monthly report of the NPC Lord's actions in their area to the Tremere Coordinator. (The idea here is not to overburden Storytellers with more paperwork. This system opens the Interregional Sub-Coordinators to be a shared resource of the Storytellers in their area.)

d. Tremere Sub-Coordinators shall be chosen by the Tremere Coordinator, but may be removed by a majority decision of the Chronicles in the area that that Sub-Coordinator is working in.

2. Secret Societies Sub-Coordinators: 1 Astors/Children of the Pyramid/Elite/Guardians of Tradition; 1 Quaesitori/Brothers of Absinthe/Illuminated Brotherhood/Eye of the Serpent/Order of the Wyrm. The Sub-Coordinators dealing with the secret societies shall be a variable dependent upon the needs of the individual society determined by the Tremere Coordinator. Each of these Sub-Coordinators shall be responsible for the activities and membership of their secret societies within Clan Tremere.

3. House Sub-coordinators: These Sub-Coordinators shall be a variable dependent upon the needs of the Houses as determined by the Tremere Coordinator's office. They shall be responsible for the activities and membership of their Houses within Clan Tremere.

iv. Lords, Pontifices and Inner Councilors are to be considered to be regional characters and thus fall under the responsibility of the Tremere Coordinator’s office.

v. The appearance of a Pontifex or Inner Council member is strictly forbidden without the Tremere Coordinator’s approval. (a Sub-Coord is not sufficient for approval) Characters may not have receive direct contact, private missives, gifts, telepathic contact, psychic projections or the like from Pontifex's or Inner Councilors unless approval from the character’s STs and the Tremere Coordinator office and/or OWbN council.

2. Character Regulation

i. No PC may elevate to the rank of Lord, Pontifex, or Councilor.

ii. In addition to the R&U policy any character who has a Tremere mentor that is considered regional must be approved by the OWbN council and/or the Tremere Coordinator.

iii. A Tremere's superiors must be in the same area as they are stationed unless approved by the Tremere Coordinator and/or OWbN council. (Your PC is assigned to the local Regent or Lord and are not attached to some office in Vienna for example).

iv. Any character that is "shelved" or travels to a chantry other than one in an OWbN chronicle for more than a month must be reported and approved by the Tremere Coordinator and or OWbN council. (This is to cut down on the number of Tremere that are “coming in and out of Vienna” and other major Tremere havens constantly without the Coordinator’s prior knowledge.)

v. Secret Societies

1. Becoming a member of the secret societies needs not only ST approval but approval from the Tremere Coordinators office and/or OWbN council.

2. Tremere PCs that wish to be considered part of a Secret Society must report to the appropriate Sub-Coordinator. The Sub-Coordinators are required to report to the Tremere Coordinator every month. They will be required to work closely with STs and the Tremere Coordinator to keep the genre accurate.

3. Clan Structure

i. Coordinator Notes on Lords and Clan Structure

1. It is the intent of this document to show how each Region, and thereby Sub-Region, shall be divided so as to maximize the efficiency of the Tremere’s Pyramid organization. New Chronicles will fit within the structure with a minimum of disruption to their plots and OWbN. The Lords will be a shared resource of Chronicles that are geographically close to one another. All the Chronicles in the area shall have an equal say in the actions of that Lord. It is important for a Lord to be consistent in appearance, attitude, and action, therefore one person (sub-coord) will handle the Coordination of each Lord.

ii. Pyramid Notes

1. Following the Clan dynamic set forth in the source material printed by White Wolf there are 7 Pontifices over every Continent, ranking in circles 1 through 7 (49 in total), each answering directly to their Councilor. The example given in the Tremere Clanbook (2nd Edition pg.23-27) shows that each Pontifex should have 7 Lords, ranking in circles 1 through 7, that answer to them (showing the clan's continued devotion to the power of 7). Under each of these Lords should be 7 Regents, ranking in circles 1 through 7, and so on. Text on Lords: A Lord usually commands a number of Chantries and is responsible for the actions of all Tremere within this area, called a Realm. Realms can be defined geographically, such as small portions of large countries or even small continents. (Tremere Clanbook 2nd Edition, pg. 24.) It is by this text, and by the genre with which we have played under in OWbN, that we shall have NPC Lords that command the Regents in any given geographic area.

iii. Houses –vs- Chantries

1. Chantries are local places of study. They are as well the places wherein lies the chain of command for Tremere on a local level. The Regent of the house (there may be more than one, or even a Lord or higher, with the highest ranking in charge) issues the orders and works with, and is responsible for the apprentices assigned to that Chantry.

2. Houses are international schools of thought. Tremere from anywhere in the world can be in the same house, as houses are devoted to a field of study. The Apprentices in any given chantry may all be of different Houses. (Like a military base, the base commander controls all of the people on the base, but they all have different jobs and they work and talk to others with the same job)

iv. Security of Tremere Chantries and Thaumaturgy

1. While it is possible for a Tremere Chantry to be invaded by those not of House and Clan Tremere, no Thaumaturgical materials (i.e. Books, Tomes, Rituals, etc) can be removed from said Chantry. This is to reduce the spread of Thaumaturgy outside House and Clan Tremere.

2. Rituals can be learned from books. Paths are Disciplines, however, and can not be learned from books. Paths require teaching from one who already possesses them, just like other Disciplines.

A quick note on language: When Tremere Coordinator is used it refers to the position holder themselves. When the wording Tremere Coordinator's office is used it refers to the area's sub Coordinator or the Tremere Coordinator. Several portions of this document state that approval of Tremere Coordinator and or OWbN council is required. This is to make sure that council and players realize that if they do not agree with the Coordinator's decision that there are remedies by proposing a change in the genre adherence document. It is welcomed.
