I, David Ashby, Giovanni Coordinator for One World by Night Propose the following Addition to the OWBN Character bylaws as per the following bylaw:
“Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.”

10.m.ix.40. Use of Path of Skulls: Degulo – PC: Coordinator Approval – NPC: Coordinator Approval – Coordinator: Giovanni and Appropriate Coordinator(s)
a. The Appropriate Coordinator(s) is defined as the Clan Coordinator of the PC with Path of Skulls and if the Discipline being exchanged is a proprietary Discipline, the Clan Coordinator that oversees that proprietary discipline.

b. Degulo cannot be used to exchange disciplines that are not inclan of the character it is being used on.
c. Degulo cannot be used to get around experience point bylaws for the org and thus any change to the sheet using this power must be purchased with the appropriate experience points.
d. Degulo cannot be used on Backgrounds.

I feel like this creates just enough oversight so that this level of the power cannot be abused without significant Coordinator oversite.

How this would work: Charlie the Ravnos makes a deal with the Harbingers and gets Mortis. This is one of the paths he eventually gets from his dealing . So being enterprising he manages to bag and tag an enemy Assamite, lets name them John. Charlie uses this on John and says he wants to replace his animalism that is currently maxed and in clan for him with Quietus which then would become in clan from that point on. The player of Charlie would need approval for the use of this power for such an act from not only the Giovanni Coordinator, but the Ravnos and Assamite Coordinators for a successful use of this power. All this would be the same for use on exchanging willpower, attributes, abilities, or virtues.
