[SECOND] Character Bylaws: Resurrection Disputes

I, Adam Sartori, CM and HST for Kings of New York, Propose the following change to the OWBN Character Bylaws.

--Before--
10.e.iv.3. Any dispute to define if a situation is a resurrection or not shall be arbitrated by the Executive Team

--After—

10.e.iv.3. Any dispute to define if a situation is a resurrection or not shall be arbitrated by OWBN Council Vote.

Reasoning: We believe all questions and forms of Character Resurrections should be decided by OWBN Council, and not solely by the OWBN Executive Team.  This creates a check and balance that no one person can decide if a character needs a character resurrection or not.
