I, Pumpkin, in my Duties as Changing Breeds Coordinator of One World by Night propose the following Bylaw Revisions as a result of the successfully ran The lost tribe: What once was lost, CB Plot
THIS PROPOSAL HAS THE POTENTIAL TO AUTO-PASS
This proposal is to edit the bylaws to allow the Croatan to become a playable tribe now that the plot has passed and been completed by the players, I missed a few lines in my initial prop due to a misread of the bylaws, the following is a common sense change to allow Croatan to buy their own gifts without Council Approval.

3. Lost Tribal and Breed Gifts and Rites - PC: Majority Vote - NPC: Coordinator Approval - Coordinator: Changing Breeds
a. Any character who learns or swipes a gift or rite belonging exclusively to one of the extinct or lost Changing breed or Garou tribes (defined for this purpose as the Apis, Bunyip, Camazotz, Croatan, Grondr, and White Howlers).
