[OWBN-Council] [PROPOSAL][BYLAW REVISION] Satellite Chronicles reduced payment

I, Michael F, CM Bridgeport Propose the following change to the OWBN Admin Bylaws:

Previous:
C. Dues and Allocation

i. Dues shall be set at $20 USD per chronicle per year. Dues will first be set aside for the yearly OWBN server and banking/paypal costs. Dues must be paid by January 31st of each calendar year.

After:

C. Dues and Allocation

i. Dues shall be set at $20 USD per chronicle per year, and $10 USD per satellite chronicle per year. Dues will first be set aside for the yearly OWBN server and banking/paypal costs. Dues must be paid by January 31st of each calendar year.

Reasoning: 
I was asked to prop this bylaw change for a couple of potential reasons. The first being that satellite chronicles do not have voting privileges like normal chronicles do. The second being that many games use satellite chronicles to have clearly defined cross genre areas, and instead they could just have the main chronicle that plays different genres on different days avoiding the extra satellite fees. There is also the potential that some games with multiple satellite chronicles have their STs be put into unfair financial hardship since many of these satellite chronicles are discord games, made to try and be more inclusive of an online gaming org and they do not charge any money for people to play in them.

If this proposal passes, Satellite Chronicle dues will be $10 instead of $20 when this comes into effect for 2024. This proposal will require a second and will require a 2/3 majority vote since "Altering overall dues requires a 2/3 majority vote"
