Propose the following change to Character Bylaw 3.c.

After the character has entered play, the home chronicle can award a character up to a maximum of eight (8) experience points in a single calendar month

All characters, except Wraith characters, may receive more experience points per month depending on the total point value of the character as presented below:

0-200XP: twelve (12) experience points in a single calendar month

201-400XP: ten (10) experience points in a single calendar month

401+: eight (8) experience points in a single calendar month

A characters Experience Cap is determined by their total experience points as of the First Day of the month.

The sliding scale for XP on the lower end will help with the XP disparity and ideally with player retention, however leaving the larger sheets earning 8xp per month remains problematic for game balance. Implementing a sliding scale on the upper end is the logical next step.
Long term characters are rewarded by getting to continue to play their PCs indefinitely. That's not a feature in some other Orgs. We need to stop seeing XP as a "reward" for playing forever, particularly when simply auto-8ing characters is becoming normal. Even with this throttle, considering the low-end XP increase, characters will still be on track for about the first 800 XP or so with how they developed before this Bylaw. When did 800 points become just too little for people?
