[Proposal][Genre Packet][Amendment][Autopass] Addition of missing rituals to Tremere Arcane Compendium 2021

Pursuant to bylaw C. iii. Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
This has the potential to Autopass.

Addition of five rituals to the Arcane Compendium for player use.
Reasoning: I missed these rituals when I initially propped the packet, and wish to add them in before the Documents Team has finished the English version. These rituals should be regulated as they are not Elder level rituals.

I also wish to add in the following ritual to be considered Elder level for use in Tremere Hermetic Thaumaturgy, and this will be the only Elder level ritual listed in the packet for the following reasons:
Reasoning: this ritual per book is published as Intermediate, but is clearly more in line with Elder level rituals than Intermediate level. I wish to bring this ritual in the Hermetic paradigm in line with the Sabbat OWBN Packet. The OWBN Sabbat packet lists this power as Elder, which we feel is appropriate. The power allows a vampire to utilize the Disciplines of another supernatural, and we feel is not on the same power level as other powers up to Advanced in use in OWBN.

Legacy: No; Any Pc with this power within the Hermetic Paradigm is no longer approved to have it. NPCs will need to register it with us as an elder level ritual.
