Justification / Explanation

I am proposing this on behalf of my Wyrm Subcoordinator Team.

In a statement from my Wyrm team:

"We have seen a significant increase in the amount of mockery breeds PCs, especially custom mockery breed PCs, in play in the org.

These creatures primarily exist as NPC antagonists and thus there are no plans to regulate them on the ST/NPC side of things.

As it applies to PCs, Team Wyrm is not against having PCs out there but want to place limitations on them to ensure they are in balance with genre,

As Custom Mockery Breeds can exist by genre but are under the custom content umbrella, we are asking Council to consider allowing them to be Majority Vote to ensure that the custom content creature type is voted on by the entire org instead of just one person."

To add as the overarching coordinator responsible:

I support this proposal my subcoordinator team has asked me to prop.

In an era where we are asking for custom content to be held accountable, I am asking Council to consider allowing Custom Mockery Breed PCs to be potential as nothing short of Majority vote. I agree with my Wyrm team that such a PC can exist and can be possible in the org but only if everyone decides to play ball.
