Pursuant to Coordinator Bylaw §3.C.iii, I, Dora Jay, as Changing Breeds Coordinator, do so propose the following. It should be noted that this proposal has the potential to autopass.

  1. Lost Tribal and Breed Gifts and Rites - PC: Majority Vote - NPC: Coordinator Approval - Coordinator: Changing Breeds

    1. Any character who learns a gift or rite belonging exclusively to one of the extinct or lost Changing breed or Garou tribes (defined for this purpose as the Apis, Bunyip, Camazotz, Croatan, Grondr, and White Howlers).

  2. Using the Mokole gift Steal Shape to create new varna or alter character's changing breed - PC: Majority Vote - NPC: Coordinator Approval - Coordinator: Changing Breeds

  3. Gifts

  4. Non Glasswalker / Boli Zousizhe learning Chaos Mechanics - PC: Coordinator Approval - NPC: Coordinator Notify - Coordinator: Changing Breeds

Justification / Explanation

In every other splat in the org, characters that are vote-based in acquisition have a built in gate to keep their special vote-based powers in such a way that they control how they are taught or learned. 

 

I have zero issues with NPCs teaching these things within reason. 

 

I have zero issues with PCs teaching these things within reason.

 

I just want to stop seeing reports of "Oh my ST let me buy a Nuwisha gift because they didn't want me to prop for a Nuwisha concept to council." and "oh, I saw this player activate this while at a game and I really wanted that power so I asked my ST if I could buy it and they said yes."

 

 

 

 

That's not fair, nor is it ethical, to the players of those concepts nor is it good for the genre as a whole. 

 

I know it's hard for STs to say no when the bylaws don't say no. 

 

This is me changing the bylaws to give them what they need to say no with confidence while also still leaving open reasonable pathways to learning these cool unique tricks.

Learned “Approval” material: None, must reapply to keep any impacted gifts in question. 

 

on reapplication: I have zero -zero- problems with people keeping things they've genuinely earned.

 

All I need from impacted players is a paragraph an ST can sign off on that illustrates why you have it and how you got it.

 

Provided that checks out, I'm not going to take things off sheets.
