[Proposal] Deregulation of Risen from Vote to Approval (10-19-19)

I, Tony Mills, in my duties as Wraith Coordinator and Pursuant to Coordinator bylaw §3.C.iii, hereby propose the following change to Character bylaw 10.n.ii.2

 

 

Risen - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator: Wraith

 

 

Rational: This is a part of wraith genre, and arguably the part that blends best with the vast majority of OWbN. By moving it to Coordinator approval, we show our wraith players that we want them to interact with the rest of the org in a meaningful way, but still respect the general rarity of Risen characters. Now that we have capped the disciplines that Risen can learn at the advanced level, mirroring the ceiling we have on Vampire PCs, there is no reason not to make this change as well
