I, Chris Haffly, as CM of CiD, do propose an exception to a line item in the Camarilla genre packet, namely, "Player Characters ... may only hold Domain Positions in areas that are controlled by Chronicles." CiD proposes this to facilitate consequences of player-driven roleplay; the player and staff understand the probable IC consequences of claiming praxis of this city. The city is Brno, Czechia, and the PC wanting to claim praxis is Alexander Galapas.
A brief overview of the IC actions which led to this is that Alexander Galapas killed Johnny Creed, thereby inheriting a life boon held by the PC Harry Fisher, who called it in. Galapas is supposed to get Harry Fisher's Clan Enmity: Brujah removed by Carnak specifically; so, Galapas decided to travel. However, Carnak has refused to grant audience to Galapas so far; consequently, Galapas has decided to claim praxis over a city, namely, Brno, Czechia. Since this city is not within any Chronicle's territory, an exception is required for the PC to claim praxis.
