Trying to fit requests in, this seems like the most requested one 
 
Prologue: I hope people take this with constructive criticism. Id rather not see it devolve into what our last feed was. Also, please, please, please, if you are jumping in late, read the entire thread. A LOT of the last thread was the same question being asked multiple times, because people were coming to the show late.
 
Justification: This is a hot topic (see previous thread if you dare), but one common fact is there, where exactly is the line for positions such as Furies? I know they are the target of the original thread, in reality is can apply to many other positions. If the Grand Inquisitor sends a goon squad to get someone, they should inform the STs said goon squad is inbound.
 
This is supposed to just be a common courtesy to games, but with the following changes it becomes an actual rule. If you read from the original 2015 prop where furies were added, one statement was made by Jonathan Slack,And even if a Coordinator uses the somewhat shady tactic of getting PCs to do an end run around this restriction, the Storytellers still have the ability to exercise their authority as per the Administrative Bylaws and bar those PCs entry to the chronicle. Very little Coordinator interaction can occur without Storytellers giving permission first.". This was following a cut and paste of the below bylaws, and to ease the minds of the many objections that disliked the idea of a global harpy that can act outside the bounds of chronicles.
 
Why not change i.? Because if someone interacts with a Justicar, who is in know way appointed by them, and said Justicar is like," Its a shame people think this is acceptable",  and said person goes off into the night knowing said Justicar is mad, that shouldn't need pre-approval or hoops and bounds.
 
What does ii. mean? If someone has a position that is directly empowered via a Coordinator NPC, they are acting in their proxy. Which means, the STs should be filled in one what said Coordinator is thinking. If it takes ST approval for that NPC to just contact the PC themselves, why should it be left ambiguous for an empowered PC to basically act as the mouth piece?
 
I really think 3.b hits it on the nose as well. If action is foreseeable in advance. Example: Fury Optimus Prime is sent to investigate the lost city of Atlantis's Harpy for being silly. They are going in knowing they are investigating something, and should follow the rules laid out in the bylaws (contact and seek permission ahead of time). In contrast, if an Inquisitor watches someone throw black fire (its totally black, not green, that's Fomori) and hacks them in half, it should not require the game to time freeze and seek oversight. This is actually something chronicles can already just do, redline and banish them, but it is not a debate/reason for debate if it is clearly spelled out in the bylaws.
 
Some personal thoughts: I believe the fury came from actions as of late from Furies (dad joke!), but in reality this is something that needs to be addressed as an organization. If one group should be restricted, it should define who, and encompass everyone to keep the bylaws level.

So, without further tension! I, William Lee, CM of Barto, Florida propose the following addition to the Coordinator bylaws, this proposal requires a second.

3.C.ii.3. The may request permission of the appropriate STs to take any actions directly through clan NPC's towards PCs.
    a. The appropriate STs shall be deemed to be the STs with OWBN jurisdiction of the PC at the time and chronicle at which the action is to occur 
    b. If the action is foreseeable in advance, permission should also be sought from the PC's home chronicle STs for any direct interaction via NPCs.
          i. Permission is not required for indirect interaction (wherein the words, requests, desires, etc. of NPCs are carried to PCs by another PC), only for direct interaction (wherein a PC personally interacts with, or is  affected personally by, NPCs without the intermediary of  other PCs).
