Reasoning: A new Canon Spectre sect has been introduced in Wr20 Book of Oblivion but the location used in that book will not work as an existing council approved plot is already using that spot. We are transplanting Est Machinia to Port Royal because it makes sense to have a Spectre cult right next to the Mirrorlands where the Hierarchy won't travel.
