Pursuant to Coordinator Bylaw §3.C.iii, I, Dora Jay, as Changing Breeds Coordinator, do so propose the following. This proposal had the potential to autopass but it has been objected to and as such, does not currently have the ability to autopass.

Justification / Heads Up


 

Our CBC bylaws are a royal mess organizationally speaking. They're very difficult for new STs and out-of-genre STs to read and really really need some reorganization before any other work is done with them.  This is a therefore a CBC-style restructuring project similar to the one put out a few years ago several years ago by Adam, Brian Orlando, and Jeff to make bylaws easier to search, read and understand.

Because I'm doing an over arching restructure, please note the following format differences from my usual props. If the text below is not in red, it’s a current bylaw that’s already gone through council, it’s just being moved position-wise in the bylaws. If it’s in red, it is a new bylaw line meant to clarify / simplify the current bylaw structure being added during the reorganization.

        2. Any supernatural entity possessed or inhabited by a Triatic or Gaian Spirit or gaining Spirit-based powers, benefits, or taints in a manner consistent with being a Kami, Drone or Fomori. Does not include any creature defined elsewhere in the bylaws as Semi-Supernatural.
          1. Triatic Spirits are defined as Spirits of the Weaver, Wyld, or Wyrm.
          2. Does not apply to supernatural and human Gorgons as they created exclusively from naturally occurring animals, plants, or minerals.

You will notice above that a few things have specifically been changed, phrasing wise, to try and remove bloat from the bylaws and clarify what is and isn't approval. 

Bastet: What is or is not Geographically appropriate for Bastet has been the source of much confusion in OWBN. In the interest of clarifying what is or is not notify in the case of specific bastet breeds, we've simplified what is or isn't Geographically Appropriate to give STs more freedom while still keeping the appropriate geographical canon locations of these breeds in mind. 

Gurahl: The text above was added in the interest of clarifying that the usage of the rite 'Rite of Fighting the Death Bear' which can, per genre, be used to potentially resurrect a PC, should require a council vote, same as any other Resurrection power in the org. 

Kinfolk: What is or is not approval for Special / Supernatural Kinfolk has been the #1 source of confusion for STs with Kinfolk PCs in their games. I've worked on this segment with both the Mage and Changeling Coordinators to simplify and better clarify these two separate categories to make it easier on STs to know what does and does not require our approval.
