Tampa Bay by Night proposes a change to the OWbN Administrative Bylaws, section 1 (Chronicles), subsection D (Denying Entry) in order to change from the "spirit" of the law to the letter of the law what most people generally have come to accept in OWbN - the Storyteller actually being able to deny a character at the door without an outright ban.
 
Everyone assumes that, if you don't like a character coming into your Chronicle, you can simply deny that Character at the door. That is not true according to our Bylaws (this section, specifically).  
 
This change is being proposed because our staff is composed of Storytellers new to OWbN bureaucracy and procedures. When they read the Bylaws to see what their rights were they discovered the only way to ensure a character did not enter play was to ban the players themselves. Though I assured them they could simply ask the players to not portray those characters, I was unable to find a Bylaw to backup my claim - and that is a problem.
 
We are all, of course, adults. Storytellers should be able to talk to players in a constructive and straight-forward manner if they feel that characters (for whatever reason) would be a detriment to the Chronicle should they enter game-play. This proposal codifies that concept.
 
This proposal requires a second in order to go to vote.
 
BYLAW CHANGES
The follow changes affect the OWbN Administrative Bylaws, Section 1. Chronicles, Subsection D. Denying Entry, as follows:

i. The storytellers of individual chronicles have the right to ban any player or character from their game. Alternatively storytellers may ask a player to temporarily alter their sheet or item cards, or take other actions, to be allowed entry into the chronicle. If a player accepts the requirements to gain entry then they must follow Character Regulations Bylaw Twelve. Any player or character that is banned from a chronicle must be announced on the OWBN-ST and OWBN-Council lists, included in the chronicle report, and the player should be notified if possible.
 
TO:
D. Denying Entry
i. The Storytellers of individual Chronicles have the right to ban any player from their game. Any player banned from a chronicle must be announced on the OWBN-ST and OWBN-Council lists, included in the Chronicle report, and the player should be notified, if possible.
ii. The Storytellers of individual Chronicles have the right to ask a player to temporarily alter his or her sheet or item cards, or take other actions to be allowed entry into the Chronicle. If a player accepts the requirements to gain entry then they must follow Character Regulations Bylaw Twelve.
iii. The Storytellers of individual Chronicles have the right to deny a character entry into game-play. When doing so, the Storytellers should clearly communicate the reason the entry is being denied to the player.
