Hi again guys. So between council and FB I got some good feedback on the prop. So I am amending it to something that both accomplishes what i want to accomplish AND takes into account the concerns raised. 
 
What I did, in short is remove the Splat Specific elements of the prop (thus removing a page of text). This new prop only covers starting attributes, abilities and freebie traits and it both mandates a starting XP bonus of 30 and removes the additional 30 which are covered (and a little more) in the character creation totals.
 
As I am amending the prop, it will (if I understand the bylaws correctly) require a new Second in order to go to vote.
 
This rewrite fixes some typos. It otherwise changes nothing in the prop.
 
I Rob Beckett, CM of Orlando: Magic Kingdom hereby propose the following change to Character ByLaw 3.

B. A new player character is restricted to the points allowed under standard character creation rules in the appropriate Mind's Eye Theater book, plus up to sixty (60) experience points.
i. The aforementioned experience points can be given through storytelling awards or as a rollover from the unspent experience points held by a previous character that has been rendered permanently unplayable (Retired or Dead), through whatever reason. Any such awards or rollover must be made within three game sessions of the character entering play.
Points diverted from a previous character as rollover may only be used once and for a single new character.
Points already spent cannot be transferred to another character or refunded to serve as rollover.
ii. These points may be spent only as Experience Points, not as creation/bonus points. This spending should follow your Chronicle's House Rules
iii. Any awards of traits, abilities, or other character statistics count towards this limit as the amount of experience that the player would have had to spend to purchase that particular statistic.
iv. These points cannot be allowed to purchase any power above second Basic in any out of clan Disciplines.
c. After the character has entered play, the home chronicle can award a character up to a maximum of eight (8) experience points in a single calendar month
d. The standard baseline for OWbN XP costs are the ones detailed in the official material published by White Wolf.
i. Reasonable variations due to house rules or regional preferences for rules regarding Backgrounds are allowed as long as noted in the Chronicle's House Rules available in the OWbN website.

b. A new player character is restricted to the points allowed under standard MET character creation as by the appropriate met source with the following modifications.
Attributes modify to ten (10) in your primary category, eight (8) in your secondary category, and six (6) in your tertiary category.
Abilities modify to twenty-seven (27).
Free Traits modify to fifteen (15).
Each new character will be given thirty (30) experience traits
These points may be spent only as Experience Points, not as creation/bonus points. This spending should follow your Chronicle's House Rules

Rationale:
Every few months or so council goes through a period of “let’s increase the bonus XP
allowed. The problem with this method is that it does not restrict how such
bonus XP may be spent and thus does nothing to stop the problems with balance
between younger and older characters that we are trying to resolve. This prop
is a bandaid, I will admit that. But it’s a step toward resolving the problem
in a matter that makes more sense than “here’s 30XP to put wherever you want.”
 
The game wasn’t meant to run for 20+ years. Every time we discuss increasing bonus XP the length of OWbN’s story gets brought up and I think that this is relevant. The Character creation rules are sufficient for a game that runs for a short period, as was intended. I do not believe that they are sufficient for the needs of OWbN.
 
By switching to an analog of TT numbers for base character creation we ensure that characters entering play are created as fully realized characters who have lived a life prior to their embrace/awakening/whatever.
 
By making the changes outlined in this prop we ensure that a starting character is a full character and able to be involved without having to discuss a change to the amount of bonus XP a starting character gets every few months.
 
Application Note:
If this prop passes it will be applied to all new characters going forward. Any character created in the last three months who did not receive at least 30 Bonus experience traits will be awarded the difference between the amount of bonus points they received and 30 so that they are not inherently worse than characters created under the new system. Characters who received more than 30 bonus points will not benefit from this prop.
