[AUTOPASS] Territorial Custodianship Claim for Changeling Coordinator

 

Good evening, Council. This proposal is for the Changeling coordinator to have control over Arcadia and Tara-Nar. Rationales are provided below.

 

Coordinator Bylaws 3.C.iii.5 states:

 

Coordinators may lay claim to territories in order to preserve or uphold the status quo established by the canon material, or due to Council-approved plot-lines or other such world-events

a.                Claiming new or modifying existing territories is considered something that affects multiple Chronicles and must be brought to the OWbN Council independent of other proposals.

i.                    Coordinators may propose sole control of a territory, or joint control with other Coordinators, specified in the proposal.

ii.                    After a territory claim has passed a vote of the OWbN Council, the territory will be added to the Territory List posted on the OWbN website.

b.                Each claim must include the proposed levels of restriction for each category of the territory. These categories are as follows:

I.                    Character backgrounds / back-stories: Approval, Notify, or None.

II.                    Use in Game-play: Approval, Notify, or None.

c.                These categories may be further specified, if desired, by creature type (for example: Vampires, Mages, Changing Breeds, Wraith) and/or Sect.

d.                The level of restriction for at least one of these categories (either Backgrounds or Game-play) must be Coordinator Notification or Coordinator Approval; a Coordinator may not lay claim to a territory which has "None" specified for both character backgrounds and game-play. Such areas are covered in the Administrative Bylaws, Section 1.B.iii.

 

I propose the attached Territories be claimed by the Changeling Coordinator's office.  Disposition and supporting justification for each Territory is below. I have included Conditional Approval Parameters per Council Committee feedback, accounting for the difference in travel frequency between the various supernatural species. Disposition and supporting justification for each Territory is described below.

 

Geographical Specifics of Responsibility: Arcadia and the area surrounding for a day’s travel.

Notes:   Arcadia is the legendary home of the fae into which the sidhe retreated and from which they returned during the first and second resurgence. However, it's quite clear that not even they can easily return, if they can return at all. The gates do not easily open, so much so that the commoners of all faekind were unable to follow for centuries of trying as dreams died around them. If for some reason a PC should need to go there, this office feels it's reasonable for there to be coord oversight over that. Also probably PCs shouldn't go there or hang around outside.

Geographical Specifics of Responsibility: Tara-Nar and all adjunct facilities including, but not limited to, the Well of Fire and the Parliament of Dreams.

Notes:   The site of High King David's main freehold, the Well of Fire (from which all freeholds in all of America draw their power) and the Parliament of Dreams is defined as 'somewhere in the Catskill mountains' canonically. In order to avoid claiming any territory owned by games already, this office seeks to more specifically define the location as Schohaire County. As to why this territory is requested, Tara-Nar represents the single most important place in all of Concordia (America) for the changeling genre. Half a dozen significant canonical NPCs hang around there, it's the seat of government and the central node of power for all freeholds (changeling equivalent of Caerns/Nodes) in America. It feels reasonable as any place to be coord territory.

i.                    Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
