I, Chris Haffly, CM of CiD, hereby propose the following change to OWbN bylaws:
 
Administrative Bylaws
3. Proposals and Voting Procedures
C. Quorum Definition for Council
i. Resolutions before the Council pass if they receive a majority of votes cast, unless otherwise noted in the bylaws.
ii. For proposals with more than two options (including Abstain), the outcome may be determined using one or more of the following ranked voting methods:
1. Condorcet
2. Instant-Runoff
iii. The Head Coordinator can change the Quorum definition for any vote on a case-by-case basis.
iv. All Council Reps are required to cast votes in at least 66% of resolutions before council, or face disciplinary action.
a.     The Abstain vote will count towards all expected voting quotas.
b.    It’s understandable this quota may be challenging to meet the standard at times, it is urged that should this occur, please contact the Executive Team.
c.     The Executive Team will decide if cases of a missed voting quota need be escalated and the chronicle reverted back to probationary status.
d.    The chronicle is accountable for making sure vote quota is maintained every 6 months. Should the quota be missed more than once, the chronicle will be reverted back to probationary status for a period of 6 months. After the chronicle serves its 6 month probationary status, they must contact the Executive Team and notify the Membership Coordinator to request full chronicle reinstatement. Reinstatement is expected to be granted, so long as there are not additional outstanding issues.
