I propose that all "Plot/story-arc" proposals & discussions go through ST's, and not CM's.

This proposal does not enact anything by itself, this is a first step in a new direction for the org to take, in terms of lessening the need for the cacophony of voices that is Council. Should this proposal succeed, new proposals for addendum's will be drawn up to create the ancilliary information required. This is a concept proposal, and i'm not a technical writer.
