[Proposal] Nosferatu Territory [AUTOPASS]

Coordinator Bylaw 3.C.iii.5 states: "Passing new Coordinator Territory before council is considered something that affects multiple chronicles.  All Coordinator Territory must be designated either "Approval"Territory or "Notify" Territory in the Proposal.  After passing Coordinator Territory of any kind that territory should be added to the Territory List which shall be posted to the OWBN website."

I would propose to add the following areas to the territories claimed and maintained by the Nosferatu Coordinator:

Reason - To act as Operations Centre for the Nosferatu office in Brazil, and serve as a base for investigations and meetings regarding the Nosferatu office.

There will be a Warrens there to have meetings on various subjects, exchange knowledge and support Nosferatu players in various matters pertaining to the clan.

From one of my subcoords in Brazil:  "one of the main points is the fact that the city is considered "small" with only 342,298 inhabitants, has its airport 25KM distance from the city, it would be easier to control who enters and who leaves the city in order to know who is entering the city and where you're going with this and follow up within the city.

6 newspapers circulating in the city, with 4 daily and two weekly. I think O Rio Branco is the largest newspaper in the city because it was the first state diary and began to be circulated daily in 1970.

In recent years the public transport of Rio Branco has improved greatly with the expansion of the urban bus terminal this terminal is RESPONSIBLE for interliagr most city lines (36 rows by 3 companies, Via Verde, Forest and Jude)"

Reason - This will be used as a base of operations for the NPC Malachite.  In the canon Dark Ages material, Malachite is said to be based in Constantinople, which is now Istanbul.  People just liked it better that way.  Anyway, since that area is already claimed in OWbn, we decided to randomly choose another location in Turkey that wasn't claimed to use as Malachite's home.
