Note that this proposal will not prevent Clan or Genre Coordinators from adding their own, additional restrictions within their own area of control.7.B.iv has been changed to remove reference to Primogen (aside from the book's title)

[Proposal] Regulation of the teaching of Combination Disciplines

In order to bring our bylaws current in regard to combination disciplines, I propose the following change to Character Regulation Bylaws Section 7 from:

7) Teaching Disciplines
A) While any vampire can learn any discipline, they must learn out-of-clan disciplines from a vampire who possesses that discipline in-clan unless otherwise noted in the bylaws or clan genre packets.
B) Caitiff and Pander must declare three disciplines they possess as "in-clan" for teaching purposes at creation. If any of these disciplines are not possessed in-clan by a least two clans (not bloodlines) then the character is defined as an Unusual Caitiff or Unusual Pander as befitting their sect.

B) Combination disciplines also require a teacher who possesses that discipline with the following restrictions:
i) Combination disciplines listed in Clanbooks can only be taught by members of that clan.
ii) Combination disciplines that require disciplines not possessed In-Clan by more than one clan ("Clan-Specific") can only be taught by characters possessing the required Clan-Specific discipline In-Clan. Any Combination discipline requiring multiple Clan-Specific disciplines can only be taught by characters with a specific provision for such in a clan genre packet.
iii) Combination disciplines listed in Laws of the Night: Anarch Guide can only be taught by Anarchs.

iv) Combination disciplines listed in Counsel of Primogen can only be taught by members of those clans to which the disciplines are ascribed.
v) Combination disciplines listen in Archons & Templars can only be taught by Coordinator-level NPCs.
C) Caitiff and Pander must declare three disciplines they possess as "in-clan" for teaching purposes at creation.
