Proposal/Amendment: Justicarial status loaned to Archons for Conclaves
In-character, Conclaves must be presided by at least one Justicar NPC. However, to allow for less-frequent appearances of Justicar NPCs, to better allow the Justicars to remain constant while coordinators may change office, and to better enable portrayal of NPCs across the world where coordinators themselves may not be able to travel, Justicars may loan their Justicarial standing to one of heir Archons in a Conclave setting. This would enable the appointed Archon to represent their Clan and speak with the full voice of the Justicar in such a setting.
This privilege cannot be granted to an Archon outside of a Conclave, and can only be used so long as at least one Justicar is in attendance, to preside over the Conclave proceedings. Once the Conclave is concluded, the standing is immediately revoked.

Stockton, CA - USA, Stockton by Night | For | I feel that this bylaw will only help to provide a written method for players out there to look and say, ''Hey, he's got Status X from Justicar #1, so he's representing that Justicar in full perpetuity. At least, that's how the rules state it, so now I know how to take that.''We mustn't kid ourselves, there are people out there who will use the rules as crutchs for skanks, but others who use them for clarification and guidance. |
Chicago, IL - USA, Dark Requiem | Abstain | Ditto Iowa City. |
Fredericksburg, VA - USA, Caine's Chosen: Liberty in Death | For | I agree with Macomb, but feel if this has to be a proposal then I must vote for it. I do hope that STs and Coords will show restraint rather than having a flock of Justicars come to every conclave and show restraint in requesting that attending Archons invoke this proposal. I hope the introduction of Clan Elders will move the Justicars out of the spotlight. |

Cleveland, OH - USA, Carpe Noctum | For | This is being done not for genre reasons, but for reasons of convience and compatibility for players and storytellers. It makes everyone's life easier... |

Chronicle/Position Unknown | Abstain | All I can say is have less conclaves. If not, then have the HST of said conclave play the Justicar. If the Justicords dont like that for whatever reason then why have another play in their sted. In any case, yes there should less sightings of Justicars. As for conclaves, they are rare too as well, and should be as such. If the Archon is taking the seat of the Justicar for an event then if people disrespect such then they suffer the consequences. I just hope that at the next conclave we dont have 5-6 archons standing in. I would say that the Archons cannot make any type of law/decree at the conclave they are filling in on. |

Chronicle/Position Unknown | Abstain | I always thought it was assumed by genre that the Archons did speak with the voice of their Justicar, and that if they spoke poorly, they would soon speak no more. I agree completely with the sentiment that Justicars be seen less, but there are greater problems out there. |

Chronicle/Position Unknown | For | This proposal is unproblematic, as it provides not forArchons to replace Justicars, but for Archons to better assist Justicars, as is their lot in unlife, while still making sure that a Justicar is in charge of the Conclave, as is necessary. Also, purely OOC, it makes it easier on the Coordinators. Previously if they were unable to make it to a Conclave, the best they could do is send an Archon and hope. Now they can send an Archon, have offical standing for that Archon, and hope. :-) |

Chronicle/Position Unknown | Against | This is already in exsistance. Archons should not be loaned ''Justicar'' status. Justicars would NEVER loan status out. They are the visible Elders and should hoard their status. If characters other than Justicars snub the Archons, then there should be VISIBLE consequences. |

Chronicle/Position Unknown | For | This seems to be a written version of a spoken rule. We in Huntsville are all for clarification. This will lend a written word to an understood ruling. |
